The Taltson Hydroelectric Expansion Project is a project of the Dezé Energy Corporation, which is owned equally by the Akaitcho Energy Corporation, the Métis Energy Company Ltd., and the NWT Energy Corporation 03 Ltd. (NTEC03). The Akaitcho Energy Corporation and the Métis Energy Company Ltd. are business ventures of the Akaitcho First Nation and Métis Nation respectively, while NTEC03 is a wholly owned subsidiary of Northwest Territories Hydro Corporation, a crown corporation owned by the Government of the Northwest Territories.
This unique ownership structure will create significant long-term business opportunities in the South Slave region of the Northwest Territories. This is an area where economic growth has been limited in recent years. The Akaitcho First Nation and the Métis Nation will see significant employment opportunities, and communities will benefit from local ownership of a long-term and sustainable business venture. The Memorandum of Understanding between the Partners ensures Aboriginal participation and benefits.
In November 2006 a Memorandum of Intent (MOI) was signed by the Partners, establishing the Dezé Energy Corporation (Dezé). Dezé is a company created to enable its partners to work together with a common mandate to pursue mutually beneficial interests in the development and transmission of hydropower.
In 2008 the owners of Dezé will form the Taltson Energy Limited Partnership (Taltson Energy LP) to oversee the development of the Expansion Project and Dezé will be assigned as the General Partner.
Although other development opportunities may be pursued in the future, The Taltson Hydro Expansion Project is the immediate priority for Dezé. The Project Development Agreement is scheduled to be signed off in the fall 2008 and customer negotiations will intensify as the regulatory requirements are met and changes are incorporated into project planning. A Draft Heads of Agreement has been prepared for each of the prospective customers and will be used as a framework to commence more formal negotiations with each of the prospective power customers.
